Mashad Observatory: The Suffering of Sudanese
in Libya Is a Humanitarian Crime and a Gross Violation of International Law Requiring Urgent Intervention
Mashad Observatory expresses its deep concern over the dire humanitarian conditions faced by Sudanese refugees in Libya, who were forced to flee the horrors of war and the grave violations committed by the Rapid Support Forces in Sudan, only to find themselves confronted with an even harsher reality marked by repeated humiliation, arbitrary detention, and inhumane treatment. These acts constitute a blatant violation of their fundamental rights and a direct assault on their human dignity.
What these Sudanese refugees are enduring is not only a humanitarian tragedy but also a flagrant breach of international and regional conventions to which Libya is a party—chief among them the African Charter on Human and Peoples’ Rights, the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol, as well as the Arab Charter on Human Rights. These instruments oblige the host state to guarantee full protection and safeguard the rights of refugees without discrimination or abuse of any kind.
Mashad Observatory strongly condemns these unlawful practices and calls upon the Libyan authorities to uphold their international and humanitarian commitments, immediately release all arbitrarily detained Sudanese, ensure their safety, and provide them with dignified living conditions that guarantee their basic rights. The Observatory also urges the UNHCR, along with all relevant international, regional, and local organizations, to take urgent and decisive action to halt these violations, provide protection and support to the victims, and work toward reparations for the harm suffered.
Furthermore, the Observatory stresses that the Sudanese government bears a national and constitutional responsibility toward its citizens abroad and must act swiftly and effectively through official, diplomatic, and popular channels to protect Sudanese in Libya and safeguard their rights. The Observatory also calls on the African Union, the League of Arab States, and African leaders to adopt clear and firm positions that translate into concrete measures and actions to protect Sudanese refugees and end their suffering.
The continued perpetration of these grave violations against Sudanese in Libya places the international community before a profound moral and legal test: either it reaffirms its commitment to the principles of justice and human protection, or it abandons innocent people to their fate under the weight of neglect and betrayal.
Mashad Observatory affirms that protecting Sudanese refugees in Libya is not the responsibility of a single state but a collective duty that rests upon the entire international community—an obligation to uphold human values, safeguard justice, and defend the rights of oppressed peoples.
