Mashad Organization for Human Rights and Humanitarian Development expresses its deep concern and outright rejection of the recent announcement by the Rapid Support Forces (RSF) and their allies regarding the formation of a so-called “government.” This step constitutes a blatant violation of the principles of international law, a flagrant breach of constitutional legitimacy, and a clear display of contempt for the will and rights of the Sudanese people.
This declaration, issued by actors who remain responsible for egregious and well-documented human rights violations—including mass killings, rape, ethnic cleansing, and forced displacement—represents a rejected attempt to whitewash a record of atrocities and to legitimize a de facto reality imposed by force of arms, in gross disregard for the suffering of victims and the demands for justice.
Mashad affirms that this declaration in no way qualifies as a legitimate act of sovereignty. Rather, it is an extension of efforts to dismantle the Sudanese state, eliminate the prospect of civilian rule, and perpetuate a system of impunity—at the expense of the tremendous sacrifices made by the Sudanese people in their pursuit of freedom, dignity, and peace.
In light of these grave developments, the organization calls on the international community—including the United Nations, the African Union, the League of Arab States, and influential states—to refrain from recognizing any political or governing entity announced by armed groups implicated in severe violations. Such an entity should be treated as a clear breach of international law and the principles of transitional justice.
Mashad further urges the international community to strengthen its support for the Sudanese people and to stand with them in their legitimate quest to build a civilian, democratic state that upholds the rule of law and guarantees human rights and fundamental freedoms for all, without discrimination. True justice for victims can only be achieved through a comprehensive accountability process that brings perpetrators to justice, ends the culture of impunity, and paves the way for a just and sustainable peace.
The organization emphasizes that any attempts to impose a reality by force will only lead to further division and violence. There can be no future for Sudan except on the basis of civilian legitimacy, peaceful political participation, and full respect for human dignity.
