ونرحب بالعقوبات التي فُرضت على عدد من قيادات قوات الدعم السريع، كما نُقدّر خطوة تعيين مبعوث خاص للسودان في هذا الظرف الدقيق. غير أن قصر العقوبات على بعض القيادات دون أن تمتد إلى رأس الهرم ومن يسانده لن يُحدث الأثر الرادع المطلوب، ولن يسهم بالقدر الكافي في وقف الانتهاكات أو منع الإفلات من العقاب.إننا ندعو إلى توسيع نطاق المساءلة ليشمل القائد الأول وكل من يقدّم له الدعم السياسي أو العسكري أو المالي، ضمانًا لفعالية العقوبات وتحقيقًا للعدالة. كما نأمل أن يستفيد المبعوث الخاص الجديد من إخفاقات سلفه، وأن ينتهج مقاربة أكثر حزمًا وشفافية تستجيب لتطلعات الشعب السوداني في الأمن والاستقرار، وتُسهم في إنهاء معاناته ووضع البلاد على مسار انتقال مدني ديمقراطي مستدامWe commend the efforts undertaken by the United Nations in addressing the crisis in Sudan, and we welcome the sanctions imposed on a number of leaders of the Rapid Support Forces. We also appreciate the appointment of a Special Envoy for Sudan at this critical juncture. However, limiting sanctions to certain leaders without extending them to the top commander and his key supporters will not produce the necessary deterrent effect, nor will it sufficiently contribute to halting violations and preventing impunity.We therefore call for the expansion of accountability measures to include the principal commander and all those who provide him with political, military, or financial support, in order to ensure the effectiveness of sanctions and the realization of justice. We further hope that the newly appointed Special Envoy will learn from the shortcomings of his predecessor and adopt a more resolute and transparent approach that responds to the aspirations of the Sudanese people for security and stability, contributes to ending their suffering, and places the country on a sustainable path toward a civilian democratic transition
